Lang Ranch Community Park and Community Center pending Since the earliest planning stages for the development of the Master Planned Lang Ranch. Community over 30 years ago, a community park has been planned to support active as well as passive recreational activities. The property for the Lang Ranch Community Park, originally identified as Oakbrook Community Park in the specific plan for Lang Ranch, was dedicated to the Conejo Recreation and Park District in 1993. Beginning in 2002, District staff worked with .a consultant, residents and an assembled focus group to develop the Lang Ranch Community Park MasterPlan_ . Additionally, the District began the environmental review (CEQA) process in 2004. On June 5, 2008, the Board. certified the Final Environmental Impact Report, approved- a reduced scope Master Plan (attached), and authorized staff to begin the design development process including, the preparation and- circulation of a - Request for. Proposals for design services. Design Development Request for Qualifications/Proposals Process In order to Process,. review, and select a °highly qualified- design firm at a reasonable fee, staff decided on a two step RFOIP process would be most effective. Furthermore, staff included representatives from,th.e City of Thousand Oaks Public Works and Community Development departments on the committee to review, evaluate, interview and select a design firm, additionally, Board Members Gibson and Short participated:tn.the interview and selection process. Request for Qualificatlons Initially, a notice requesting qualifications to potential proposers was advertised in the "Ventura County Star' for seven days- beginning. October 6, 2008. From that effort, twenty one potential design firm's submitted qualifications. based on the criteria set, forth in. the Request for Qualifications, the. evaluation committee selected the top six qualified design firms to continue to the proposal step of the process. - Request for Proposals A pre -proposal meeting was at the .site on December 19, 2008 with all six design firms attending. The design firms submitted proposals on January 19, 2009 and the committee interviewed the top four proposers and based on the criteria. set forth in the Request for Proposals identified PSOMAS as the top candidate.
