4. Finds that the mitigation measures identified in the final MND which avoid or substantially <br />lessen the significant environmental effects as identified in the final MND have been <br />incorporated in the project; <br />5. Adopts a Mitigation Monitoring Plan for mitigation measures identified in the final MND; <br />6.
