ballot. Each ISD can nominate only one individual to run for the positions to be filled at each election. The LAFCO Executive Officer and the Secretary/Recording Officer of the ISD Selection Committee or his/her designee shall prepare a slate of nominees for submittal to the ISD's for election by mail as described below. Nominations received after the specified deadline willbe deemed invalid. A form of mail ballot containing all accepted mailed nominations for positions to be filled at the election shall be distributed by certified mail to each Ventura County ISD no later than 45 days prior to the scheduled election. An affidavit signed by the responsible staff member stating that all ISD's were sent a ballot shall be fled with the election information. Said mail ballot shall indicate that each ISD shall return the Board Resolution ballot by certified mail to the principal business address of the Ventura County LAFCO and that only those ballots received prior to the close of business on the election date shall be considered valid and counted. Ballots received after the specified deadline will not be counted. All ballots shall remain sealed until opened in the presence of the LAFCO Executive Officer and the Secretary/Recording Officer of the ISD Selection Committee or his/her designee. The results of the election shall be available within 7 days of the election date. The election results shall be certified by the LAFCO Executive Officer and the Secretary/Recording Officer or his/her designee and a copy sent by certified mail to each ISD in Ventura County. This time frame for the holding of elections for ISD commissioners shall be used where the normal expiration of the term of office occurs. When it is necessary to fill a position when there is term of office remaining, the LAFCO Executive Officer may condense the time frame of election to 60 days to 2
