January 8, 2004 <br />Page 3 <br />Gibson suggested that, given Berger's professional background, his <br />involvement and participation ,in CSAPA (Conejo Substance Abuse <br />Prevention Authority) would be very helpful. <br />After discussion, Berger said he would commit to attend meetings as an <br />observer. <br />Jacobsen requested that, henceforth, all Board members be informed of <br />upcoming CSAPA meetings. <br />It was moved by Berger, seconded by Gibson, and carried 5-0 to <br />reappoint Lange for another two-year term as representative to the <br />Teen Center and Services Authority. <br />It was moved by Gibson, seconded by Lange and carried 5-0 that all <br />other committees and appointments remain the same. <br />B. Approval To Execute Declaration Of Covenants, Conditions And <br />Restrictions (Lot Tie Agreement) Between Two Parcels At Conejo <br />Creek North To Facilitate Expansion Of Children's Section Of <br />Thousand Oaks Library <br />Friedl provided background information. He stated that the Board <br />previously approved a modification of the lease agreement with the City of <br />Thousand Oaks to allow expansion of the children's section of the <br />Thousand Oaks Library; the modification would have resulted in a lot line <br />adjustment between Parcels "A" and "C"; and City staff indicated a <br />preference to record a lot tie agreement as a simple approach to allow <br />additional CRPD land to be used for library expansion. <br />In response to Holt's inquiry, Friedl indicated that, in the event the District <br />chooses to convey more than a majority interest in either property, the City, <br />at its cost, would be required to either remove the improvements or record a <br />lot line adjustment. <br />It was moved by Gibson, seconded by Lange, and carried 5-0 to <br />authorize General Manager to execute the submitted Declaration of <br />Covenants, Conditions and Restrictions (Lot Tie Agreement). <br />
