May 4, 2017 <br />Page 2 <br />Robert Elias, Thousand Oaks, expressed concem over the parking situation at Wildwood Park. <br />Paul Orcutt, Thousand Oaks, is concerned about the compost pile near the Wildflower tennis <br />courts and additionally, the adverse conditions resulting from overcrowding at Wildwood Park. <br />Janine angles, Thousand Oaks, expressed concern over the parking issues at Wildwood Park. <br />Gerry Langer and Natalie Dovence, Thousand Oaks, would like to see a solution to the noise <br />created from the backboards at the basketball court at Lang Ranch Neighborhood Park. <br />5. APPROVAL OF AGENDA <br />It was moved by Huffer, seconded by Holt, and carried 5-0 to approve the agenda as <br />presented. <br />6. CONSENT CALENDAR <br />A. Approval of Minutes of April 20, 2017 Regular Board Meeting <br />B. Approval of Warrants <br />Accounts Payable Check Registers Total $292,685.31 <br />Payroll $378,500.00 <br />It was moved by Gibson, seconded by Jones and carried 5-0 to approve the <br />Consent Calendar. <br />7. DEFERRED MATTERS <br />Public Hearing Preliminary Budget Fiscal Year 2017-201812018-2019 <br />Lange opened the Public Hearing. <br />Proposed Ten -Year Capital Improvement Plan, Proposed Capital Improvement Budget <br />for Fiscal Years 2017-18 and 2018-19 <br />Lewanda indicated this evening's agenda item is part of the process that will culminate in the <br />Proposed Two -Year Budget for FY 2017-18 and 2018-19 being presented to the Board for <br />adoption on June 15th. <br />Hare presented the Ten -Year Capital Improvement Plan and Capital Improvement Budget, <br />and requested the Board's recommendations and feedback. This Plan was arrived at after <br />obtaining staff input, which was invaluable to its preparation. Hare highlighted various projects <br />and answered Board Member's questions. Gibson would like to see the budget rearranged to <br />address some of the problems caused from the overcrowding at Wildwood Park. He also <br />recommends staff find funding to fixtreplace the noisy basketball backboards at Lang Ranch <br />
