We also need to have more details in the attached request. For example, when would you want to take possession of the site and when you would be off the site (ie. The required time for set- up/take-down), planned hours of operation, planned total capacity/ticket sales, alcohol/no alcohol, off-site parking plans (le. would you want to park at Conejo Creek North (which then closes the Teen Center, Sr. Center and possibly Library and Park),... or have you identified other off-site parking locations, etc. We have a form application (http://www.crpd.org/civicax/filebank/blobdload.aspx?BlobiD=5731), but a 2 -day musical festival is more substantial than a typical park activity ... so the more information and specificity about the event, the better understanding we'd have of your proposal. To be fair, I want to give you a clear signal about where, as staff, I'm coming from: Assuming you'd like 5,000 + people at your event each day, my recommendation to the CRPD Board at this time is that we have reached a capacity of large events v. soccer/baseball/sports at Conejo Creek South Park during the 8 weeks prior to the refurbishment period beginning of June. Let me explain: A couple years ago, we had meetings with many of the interested user groups for Conejo Creek South. A topic of the discussion was the impact the large number (and nature) of these large events were having on the condition and quality of the grass turf as well as the frequent leaks and irrigation line breaks associated with rides/trucks on the grass. Another concern has been the reaction and growing concerns from the neighbors about the noise, traffic and parking from multiple large scale community events occurring in a concentrated time period (Late Spring). As a result of those meetings and in order to address the various concerns, the Thousand Oaks Rotary Club Chilli -cook - off was moved off of Conejo Creek South to Conejo Creek North Park. The Westlake Rotary Club's Oakheart Music Festival site layout was modified and trucks kept off the turf and the Conejo Valley Days carnival was relocated to another part of the fields and half of the event was staged in the parking lot to keep the large carnival rides and trucks off of the turf. We are striving to maintain a reasonable balance between soccer/sports use of the fields and the non- sports/community event use of the fields. The equilibrium we seem to have achieved with the neighborhood, soccer groups and community event organizations seems to be holding with the changes we made (described in the preceding paragraph). I am concerned that adding another large scale community event (like the 2 -day music festival) you propose will exacerbate the problems we experience with turf maintenance and upset the balance achieved regarding neighborhood impacts (especially regarding noise, traffic, and parking on residential streets).
