this time was spent following up on items that were required, and making sure the promoters were <br />meeting deadlines. During the period leading up to the event, staff was repeatedly informed by <br />the promoters that items were completed or underway when, in many cases, efforts toward <br />completion had not yet begun."' <br />According to the City of Westlake Village staff, there are still two outstanding costs that have yet <br />to be paid by the event promoters, a payment ($3,400) for the remaining staff time absorbed by <br />the City in processing the TUP and monitoring the event, and a payment ($25,000) to the Westlake <br />Village Community Foundation. These amounts were invoiced and sent to the event promoters <br />by certified mail with a payment due date of September 21, 2016. According to City staff, Aditya <br />representatives have not responded to the City of Westlake Village's requests for final payment(s). <br />Public Discussions <br />Several social media forums exist regarding public discussion and reporting about the Blue Sun <br />Festival. Generally speaking, these forums were not complimentary regarding the festival. <br />Additionally, several articles were written in the Ventura County Star and Thousand Oaks Acorn. <br />See Exhibit 9 for links to the social media forums and the newspaper articles. <br />Aditva Proposal for 2018 <br />In the beginning of February 2017, due to the nearness of the original desired date in June 2017 to <br />host the 1 K Oaks Music Festival, Aditya communicated with staff their desire to hold a similar event <br />in June 2018. <br />Typically large scale events such as these are considered by the Board approximately 6 months <br />before the event date, however, due to Aditya's desire to move forward and book an "AA list <br />performer, staff recommends the Board consider Aditya's proposal. <br />Agreement <br />Should the Board accept Aditya's proposal, staff has prepared the 2018 1K Oaks Music Festival <br />Agreement (Exhibit 10) for the General Manager's execution. <br />Highlights of the agreement include: <br />20181 K OAKS event to be conducted Saturday, June 9th (12:00 noon to 11:00 p.m. - music <br />off at 9:00 p.m.) and Sunday June 10th (12:00 noon to 9:30 p.m. - music off at 8:00 p.m.); <br />additionally, a set-up day on Friday, June 8th and clean-up day of Monday, June 11th, are <br />included. <br />* Maximum ticket sales are limited to 20,000. <br />'The full approbmately 1 hour video City of Westlake Village staff presentation, Including public comments, to their Council on September 28, <br />2016 can be viewed at City Councll Committee Report Number 2 at httn://westlakevillagg.granicus.00m/MadiaPlaver.nhn?view id=B&ciio i&W4 <br />
