Because of the desired date of the festival, the field refurbishment process would start at a week later and therefore the park would not be available to AYSO until approximately the first or second full week of August. Thus, District staff coordinated a presentation by Aditya at an AYSO Region 9 Board meeting on January 9, 2017. During the presentation, Aditya provided a list of benefits (Exhibit 5) for AYSO if the Festival is approved. However, due to concerns regarding the access to the fields as per the Memorandum of Understanding between AYSO and the District, the AYSO board members unanimously were opposed to the event (Exhibit 6). Aditya Presentation to Neighbors and User Groups Past community wide events (i.e.Oakheart Country Music Festival, Conejo Valley Days, and Chili Cook), have resulted in concerns such as noise levels and monitoring, parking, and traffic from neighbors and user groups. Additionally, the desired date of the festival is the weekend immediately following the Oakheart Country Music Festival, and as such, staff coordinated and conducted a neighborhood meeting (268 notices sent to residents and emails to user groups) with interested parties on January 11, 2017 to discuss the potential impacts of the festival. In staffs opinion, although Festival representatives answered all the questions and concerns, the meeting attendees (15 people) were generally not in favor of another large scale musical event at Conejo Creek South. In summary, "from an overall perspective, the event occurred without any public safety incidents, and by and large it seemed that those in attendance generally enjoyed the entertainment. However, from the viewpoint of both the Sheriffs Department and City staff, this private event was poorly organized and administered".
