Conejo Creek South is primarily used for youth sports activities, however, with Conejo Creek North is
also home to some of the largest annual community events. (Exhibit 2)
Aditya Festival Productions is a live concert production company specializing in family festivals
and concerts. They are proposing a music event consisting of jazz, adult contemporary, and
classic 80's190's rock music. Additional information about Aditya and the proposed event can be
found in the 1 K Oaks Executive Summary (Exhibit 3) from Aditya and by visiting
www.lkOaks.com.
After several communications, and as a direct result of a meeting on Friday, September 23, 2017,
on Monday, September 26, 2017 staff prepared a Memorandum of Agreement (MOA) between
Aditya and the District. In summary, Aditya was to pay the District a $5,000 non-refundable
payment for initial work for District staff to prepare an Event /Agreement for Aditya's Music Festival
on May 6, 2017 for the Board's consideration. However, after Aditya's September 29, 2016
acknowledgment of receipt of the proposed MOA, no further communication between the District
and Aditya occurred until late November 2017 when Aditya expressed their continued interest.
As a result, on November 22, 2017, staff revised and updated the prior September MOA. Aditya
and the District executed the MOA (Exhibit 4) on December 6, 2016. Highlights of the MOA
include:
• Summer Music Festival proposed to be held June 10 and June 11, 2017 at Conejo Creek
South.
• Aditya paid District a $5,000 non-refundable payment for initial work for District staff to
prepare an Event Agreement for the Summer Music Festival for the Board's consideration.
• Included in the initial District staff work:
• Mutually agreeable event site layout
• Preparation, mailinglemailing of a Notification Letter to residents within 1,000 ft of site
property line, user groups, and other interested parties
• Conducting the Neighborhood Meeting
• Discussion and coordination as a result of Neighborhood Meeting
• Coordination with AYSO Region 9 representatives regarding potential conflicts with
field refurbishment schedule and fall practices
• Preparation and presentation of Event Agreement for Board's consideration,
presumably before February 16, 2017
• Agreement will terminate upon Board's consideration of the agreement.
• Terms and conditions of the Event Agreement will be separate from the MOA.
• If the Board continues the item and directs District staff to provide additional information at
a future Board meeting, an Amendment to the MOA will be executed.
• The Board may consider the Event Agreement and deny the Event Agreement. District will
be under no obligation to refund some or all of $5,000 non-refundable payment.
Aditya Presentation to AYSO Region 9
As per the 2007 Memorandum of Understanding between the District and AYSO Region 9, AYSO
Region 9 is provided first priority use of Conejo Creek South beginning August 1st of each year.
'The full approximately 1 hour video City of Westlake Village staff presentation, Including public comments, to their Council on September 28,
2016 can be viewed at City Council Committee Report Number 2 at httu;/twestlakeWIlaae.granicus.com/MedisPlaver.php?view Id=8&clip id=g04
