Preliminary Budget Fiscal Year 2013 — 2014 <br />Lewanda presented this item, which represents the official kick-off to the two-year <br />budget process. The Board is being asked to approve the preliminary budget, which <br />is the FY 2012-2013 budget. Adoption of this preliminary budget allows the District <br />to continue with business as usual into next fiscal year in the event a new budget is <br />not adopted before June 30, 2013. The Capital Improvement Plan Budget will be <br />reviewed on May 23rd and the Operating Budget on May 30th. The two will be <br />combined and presented for adoption on June 13 . <br />It was moved by Lange, seconded by Jones, and carried 4.0 to adopt <br />Resolution No. 041113-H, Adopting a Preliminary Budget for Fiscal Year 2013- <br />2014 and Authorizing the General Manager to Publish the Notice of Adoption; <br />that it be read in title only and all further readings be waived. <br />D. Booster Pump and Installation Services Purchase <br />Hare reported since spring of 2010 work has been ongoing to improve the turf quality <br />at Thousand Oaks Community Center via both annual refurbishment and the <br />addition of sod. Despite these efforts, trouble spots remain. An in-house irrigation <br />audit was performed. The audit results indicated a need to increase the use of sod <br />and perform monthly aeration; therefore, the purchase and installation of a booster <br />pump was recommended. Staff developed a general requirement for a booster <br />pump and requested information from three qualified regional contractors. Two <br />proposals were submitted_ Staff chose Vaughn Irrigation Services Inc., due to their <br />superior proposal, demonstrated reliability and experience. <br />It was moved by Jones, seconded by Huffer, and carried 4-0 to: <br />1. Transfer $80,000 from Annual CIP Grant Funds Account 62-62-662-2801-000 <br />to General Fund Account 10-20-320-4880-000. <br />
