It was moved by Huffer, seconded by Jones, and carried 4-0, to adopt Resolution No. 041113-G, A Resolution of the Board of Directors of the Conejo Recreation and Park District, Declaring Its Intention to Provide for an Annual Levy and Collection of Assessments in Landscape Maintenance District No. 94-1 (Dos Vientos Ranch) and Setting a Time and Place for Public Hearing Thereon; that it be mead in title only and all further readings be waived. C. Preliminary Budget Fiscal Year 2013 — 2014 Lewanda presented this item, which represents the official kick-off to the two-year budget process. The Board is being asked to approve the preliminary budget, which is the FY 2012-2013 budget. Adoption of this preliminary budget allows the District to continue with business as usual into next fiscal year in the event a new budget is not adopted before June 30, 2013. The Capital Improvement Plan Budget will be reviewed on May 23rd and the Operating Budget on May 30th. The two will be combined and presented for adoption on June 13 . It was moved by Lange, seconded by Jones, and carried 4.0 to adopt Resolution No. 041113-H, Adopting a Preliminary Budget for Fiscal Year 2013- 2014 and Authorizing the General Manager to Publish the Notice of Adoption; that it be read in title only and all further readings be waived. D. Booster Pump and Installation Services Purchase Hare reported since spring of 2010 work has been ongoing to improve the turf quality at Thousand Oaks Community Center via both annual refurbishment and the addition of sod. Despite these efforts, trouble spots remain. An in-house irrigation audit was performed. The audit results indicated a need to increase the use of sod and perform monthly aeration; therefore, the purchase and installation of a booster pump was recommended. Staff developed a general requirement for a booster pump and requested information from three qualified regional contractors. Two proposals were submitted_ Staff chose Vaughn Irrigation Services Inc., due to their superior proposal, demonstrated reliability and experience. It was moved by Jones, seconded by Huffer, and carried 4-0 to: 1. Transfer $80,000 from Annual CIP Grant Funds Account 62-62-662-2801-000 to General Fund Account 10-20-320-4880-000.
