Agreement with Thousand Oaks Soaring Society for Use of Westlake Upper <br />Terrace Area at Sapwi Trails Community Park <br />Hare reported that in March of 2015, the Board approved a similar agreement, <br />which expired in March of 2016. Due to delays in the approval process of the <br />Sapwi Trails Park project, no permitted use by TOSS took place during the initial <br />term. The Sapwi Trails Community Park project was approved by the City's <br />Planning Commission recently; the Agreement dates have been modified to reflect <br />this action. <br />Steve Miele, President of TOSS and resident of Thousand Oaks, is a proponent of <br />the current agreement. He addressed Board member's concerns about flying over <br />residential homes/back yards. Miele stated the group has yet to set self-imposed <br />boundaries for the Sapwi Trails site. The group abides by the AMA Code of Safety <br />and has been flying at the Redwood Middle School for over twenty years with very <br />few incidents. Safety is the primary concern of the group. <br />It was moved by Holt, seconded by Lange, and carried 4-0 (Jones abstaining) <br />to authorize General Manager to enter into an agreement with Thousand <br />Oaks Soaring Society (TOSS) <br />
