limited numbers of new, small facilities or structures. At Thousand Oaks Community Park, the
<br />project is adding a field restroom and storage building with a combined total of 350 square feet.
<br />Northwood Neighborhood Park Phase 3 Development
<br />In October 2001, the Board approved the Master Plan, which included the full development of
<br />the park, for Northwood Neighborhood Park and a Negative Declaration was adopted in March
<br />2006. In November 2009, an approximate $1.1 million project to grade, irrigate, and landscape
<br />the site was completed. In late 2010, an approximate $350,000 project to provide picnic tables,
<br />barbeques, outdoor fitness equipment, and a rubberized perimeter path was completed. The
<br />construction of a restroom, playgrounds, sand volleyball and basketball courts is the final phase
<br />of the Northwood Neighborhood Park Master Plan.
<br />DISCUSSION
<br />As the projects have similar amenities (restroom facilities) and were ready for bidding at the
<br />same time, in order to provide a more effective and efficient bidding process, these two park
<br />improvement projects (Thousand Oaks Community Park Restroom and Storage Building Project
<br />and Northwood Neighborhood Park Phase 3 Development and Turf Conversion Project) were
<br />combined into one package.
<br />A Notice Inviting Bids was advertised in the Ventura County Star, Construction Bidboard, Inc.,
<br />Builder's Notebook, Ventura County Contractor's Association, Inc., and posted on the District
<br />website. Nine interested bidders attended the mandatory pre-bid meeting held at both sites on
<br />Tuesday, October 4th. Four bids were received and were opened at 10:00 a.m. on Tuesday,
<br />October 25th.

<br />The low bid received from United Construction and Landscape meets all the required
<br />specifications. Recommendation for award is based on the base bid. United Construction and
<br />Landscape is a qualified Contractor, with A, B, C-12 & C-27 contractor licenses, and they have
<br />performed projects of similar size and scope, including several projects with the District.
