estimates and recommendations. The report should also satisfy the <br />following "nexus" requirements as required by the Mitigation Fee Act: <br />■ Identify the purpose of the fee. <br />■ Identify how the fee is to be used. <br />■ Determine how a reasonable relationship exists between the fee's <br />use and the type of development project on which the fee is <br />imposed. <br />• Determine how a reasonable relationship exists between the need <br />for the public facility and the type of development project on which <br />the fee is imposed. <br />• Demonstrate a reasonable relationship between the amount of the <br />fee and the cost of the public facility or portion of the public facility <br />attributable to the development upon which the fee is imposed. <br />2. Evaluate the District's existing Quimby ordinances with the City; make <br />specific recommendations for revisions as necessary. <br />3. Consider application of Quimby ordinance as it relates to relatively higher - <br />priced real estate in a mixed -land use setting (specifically within the <br />Thousand Oaks Boulevard Specific Plan), and recommend any unique <br />application of, or modification to, the Quimby ordinance as it applies to this <br />specific geographic area. <br />4. Provide a comparison of the current and proposed park impact fees for <br />residential, commercial and industrial development to those of comparable <br />as well as surrounding jurisdictions. <br />5. Meet with District and City staff and/or Board to discuss the Nexus Study <br />methodology and timeline for completion. <br />6. Prepare the Nexus Study and provide a draft version for District review. <br />7. After Consultant receives comments from the District, committees and <br />other parties, Consultant shall incorporate responses to those comments <br />into the final Nexus Study, which will be used as the basis for <br />presentations before the Board of Directors, Thousand Oaks City Council, <br />and public. <br />8. Review and present the Nexus Study to the District Board of Directors, <br />Thousand Oaks City Council, and the public at their respective board <br />meeting(s). <br />9. Assist with presentation and review of the proposed park impact fee <br />program with the public including the building industry and other property <br />owner/developer stakeholders. <br />10.Assist with the procedural requirements for the adoption and <br />implementation of the park impact fees including, but not limited to <br />preparation of the approval resolution, notice of public hearing, board <br />reports and other associated documents. <br />
