December 18, 1997 <br />Page 3 <br />It was moved by Holt, seconded by Berger, and carried 5-0 to direct <br />staff to continue to work on planning for a dog park at selected <br />facilities in addition to Conejo Creek Park. <br />B. Community Open Space And Park Improvement Endowment Fund <br />Proposal <br />Gillette noted the extensive discussion at the last Board meeting, he <br />referenced the concept document, and defined the proposal. He said that it <br />would be appropriate to open a dialogue between the City Council and the <br />Board to identify possible funding mechanisms for unmet community park <br />and recreation needs. <br />It was moved by Holt, seconded by Berger, and carried " to remove <br />from the table the Community Open Space And Park Improvement <br />Endowment Fund Proposal. <br />It was moved by Berger, and seconded by Holt to authorize the Chair <br />to forward Director Gillette's correspondence of November 18, 1997 to <br />members of the City Council and the City Manager for their review and <br />comment. <br />Gillette expressed the hope that the proposed action would have the <br />unanimous support of the Board, and he said it would be appropriate to <br />include a transmittal document, emphasizing the significance of the <br />community need and the spirit in which the proposal is sent. <br />The motion carried 5-0. <br />8. NEW ITEMS <br />A. Adoption Of Amendment To Mountains Recreation And Conservation <br />Authority (MRCA) Joint Powers Agreement <br />Ward identified the proposed amendment, and explained that the purpose <br />is to acquire, develop, and conserve additional park and open space lands <br />
