DEPARTMENT REPORTS <br />A. Park Division Report <br />Sorensen reported that the District's disaster preparedness response <br />includes a recent successful exercise, plans for a full scale drill in January, <br />the preparation of a manual, and a cooperative effort with the County and <br />City. <br />Continuing, Sorensen said that staff is proceeding with the master planning <br />of the McCrea facility, and a community meeting will be held shortly. He <br />noted that more topographical information is needed for the Conejo Creek <br />Master Plan. <br />Concluding, he said that construction of Newbury Gateway Park may be <br />delayed due to the following factors: the City may reject the low bid due to <br />concerns about federal disadvantaged business enterprise requirements and <br />an analysis of the second low bid, which is approximately $20,000 over <br />budget, is still being conducted. <br />In response to Holt's inquiries, Sorensen said that, at the December 18 <br />meeting, staff will report to the Board on the progress of the dog park issue, <br />and staff has been in contact with those interested in the subject. <br />Jacobsen said that he would like to be made aware of community meetings. <br />Ward explained that the goal of informal community meetings is to encourage <br />community participation and he is concerned that Board member attendance <br />at community hearings could possibly skew and impact the process. He <br />encouraged Board members to evaluate the results of the process and <br />render decisions. Holt and Gillette concurred. <br />In response to Jacobsen's concerns, Sorensen said that staff has been <br />working with the Ventura County Flood Control District, the Conejo Creek <br />North stream easterly of the park site has been cleared, a sweeping flood <br />
