September 4, Minutes <br />Page 3 <br />In reply to Holt's concern about an architect to develop the Master Plan, <br />Ward said that a selection will be made shortly, and a recommendation <br />to the Board for a contract. <br />Jacobsen called a recess at 8:40 p.m. to enable the Board members to <br />review the map, and reconvened at 8:45 p.m. <br />There were two written statements: Barbara Kloster, Thousand Oaks, <br />was concerned that if a road were put through Waverly Park, it would <br />encroach upon the equestrian citizens' rights, and Nick Quidwai, <br />Newbury Park, who also addressed the Board, prefers open meetings, <br />and the closure of, or a new school. <br />The Chair determined that Jacobsen and Lange will be the <br />representatives from the Park District in meeting with the other two <br />agencies. Dates for the meetings have not been set. Ward, responding <br />to Lange's inquiry regarding the time -frame, replied that in meeting with <br />the City and School District and their sense of urgency, his perspective <br />of the District and Board's position is that steps have been undertaken <br />to Master Plan the entire Conejo Creek Park, and, therefore, 4-6 weeks <br />is not realistic. Structure and objectives of the meeting were questioned. <br />Other issues brought up were alternative access and impacts on park <br />activities; as well as alternative sites for Waverly School's programs; <br />long-term plans; and the age and the condition of the school. <br />No action. <br />8. NEW ITEMS <br />A. Ratification of Amendment to the Goebel Senior Center Commission <br />Bylaws <br />Ward identified and discussed the proposed changes, and stated staff <br />recommendation. <br />It was moved by Holt, seconded by Lange, and carried 5-0, to ratify the <br />amended by-laws, as approved by the Goebel Senior Center Commission, <br />Inc. <br />
