Minutes June 12, 1997 <br />Page 3 <br />Jacobsen declared the public hearing open. <br />Pam Barlow, P.O. Box 3924, Thousand Oaks; Debby Carloni,1859 Sapra, <br />Thousand Oaks; Lawrence Schalk, 1370 Redsail, Westlake Village; Laura <br />Beth Saiant, 43 Via Colinas, Thousand Oaks; Barbara Kloster, 944 Calle <br />Jazmin, Thousand Oaks; and Elaine Bock, 531 Timberwood, Thousand <br />Oaks, all spoke indicating their continued support and interest in the Dog <br />Park, and urged action and completion of the park. There were also two <br />written statement cards from Ed Kloster, and Judy Hare, 2068 Los Feliz, <br />Thousand Oaks, in favor of the Dog Park. <br />Jacobsen declared the public hearing closed. <br />It was moved by Berger, seconded by Lange and carried unanimously <br />5-0 to approve the Master Plan, the Capital Improvements Budget, and <br />the Park Dedication Fee commitments prior to final budget approval on <br />July 24, 1997. <br />8. NEW ITEMS <br />A. Adoption of Resolution Number 061297-A, A Resolution Establishing <br />the Annual Appropriations Subject to the Limitation Set Forth in Article <br />XIIIB of the Constitution of the State of California (FY 1997-1998) Gann <br />Appropriation Limit. <br />Ward commented that every year there is a requirement to certify that the <br />District is under the Gann limitation. <br />It was moved by Gillette, seconded by Berger and carried 5-0 to adopt <br />Resolution No. 061297-A setting the 1997298 appropriation subject to <br />the limitation, and that it be read in title only and all further readings be <br />waived. <br />B. Public Hearing - Landscape Maintenance District Number 94-1 Dos <br />Vientos - Adoption of Resolution Number 061297-B, A Resolution <br />Ordering the Levying of Annual Assessments <br />Sorensen referenced the document and provided additional information, <br />specifically the boundaries and the locations of the various improvements <br />which will include 4 parks, 1,200 acres of open space, several miles of trails, <br />and wetlands. Currently the levies are for the open space areas that have <br />been dedicated to COSCA, (125 acres). The levies have not increased <br />from last year, and no protests have been received from property <br />
