Minutes June 12, 1997 <br />Page 2 <br />7. DEFERRED MATTERS <br />A. Public Hearing - Fiscal Year 1997-1998 Budget <br />1. Presentation of Capital Improvement Projects <br />2. Approval of Annual Master Plan Review and Update <br />Sorensen provided information supplementing the information in the <br />document regarding deficits in several zones of the Master Plan, and the <br />progress on the development of the new projects in the zones. Pertaining to <br />the Capital Improvement Projects, due to the heavy workload in the Planning <br />section, there will be increased focus on the 28 Priority B projects, and it was <br />asked that the Board consider selecting 6 projects to be placed at the top of <br />the list of 28, and give particular focus to them. Of the 28 Priority B projects <br />planned for completion this year, the Dog Park may be delayed due to Master <br />Planning for the McCrea Ranch, and Conejo Creek which is a potential <br />suitable site for the Dog Park. Requests for Proposals on the two projects <br />will be opened on July 7. <br />It was reported that two Assembly Bilis, now in the Senate for consideration <br />in August, would give considerable immunities from liability to public <br />agencies that provide in-line skate facilities or skateboard park facilities. <br />An amendment was noted on Page 2 of Appendix A, namely, the Rotary <br />Teen Center improvement project is a B Priority. <br />In response to several questions from the Board: regarding the current <br />situation at Banyan Park walkway, the neighbors are pleased for the most <br />part; Old Meadows project at Lang Creek is delayed due to an unsuccessful <br />grant application; the Russell access strip, deeded from property owners, is a <br />liability exposure issue due to shallow roots close to the concrete; parking lot <br />resurfacing at Borchard was necessary due to the deteriorating condition; M <br />& O impact of the proposed developments on staff and funding: Michael <br />Park, CRPD pays 213 of maintenance; Lang Ranch Neighborhood Park site, <br />Lang Ranch will be performing the maintenance for 3 years; Rancho Conejo <br />Playfield will be handled through contract for the first year at least - no staff <br />will be added. Newbury Gateway Park will have a one-year maintenance <br />contract, approved by Caltrans. These issues will all be reflected in the <br />budget being considered on June 26. <br />
