May 8, 1997 <br />Page 4 <br />In response to Lange's inquiry, Sorensen said that fencing on the properties <br />is perused periodically, but a formal inspection is not conducted. <br />It was moved by Berger, seconded by Lange, and carried unanimously <br />to authorize the General Manger to extend leases on the three parcels at <br />Conejo Creek Park, and the lease north of Wildwood Park for two <br />additional years. <br />C. Adoption Of Resolution Number 050897-A, A Resolution Setting Facility <br />Fee And Charges <br />Ward said that an annual review of charges is conducted, and the <br />recommendation is essentially a five percent across the board increase, <br />excluding the Teen and Goebel Centers' fees and the hourly fees for tennis <br />and racquetball courts, all of which would remain the same. He noted that <br />District policy allows fees to be discounted, based upon the nature of the <br />group or activity and its compatibility with the District's mission. <br />In response to Lange's inquiry, staff said that racquetball fees were increased <br />last year, and the District's racquetball courts are the only ones currently <br />available in the community. <br />In response to Gillette's inquiry, Ward explained that the increase in facility <br />fees reflects an increase in the cost of operations, maintenance, staffing, and <br />cost of living, and the goal is to set fees close to the commercial market rate, <br />and utilize adopted policy for fee discounts. <br />Jacobsen noted that depreciation of capital assets should also be a <br />consideration. He suggested that rental fees be adjusted up to the nearest <br />dollar. Holt said that she did not agree. <br />It was moved by Holt and seconded by Lange, to adopt Resolution <br />Number 050897-A setting the Facility Fee and Charges for the Conejo <br />Recreation and Park District, effective July 1,1997; that it be read in title <br />only and all other readings be waived. <br />Gillette said that he supports the resolution, but only if fees are adjusted <br />upward to the nearest dollar. <br />The motion carried with a majority vote 3-2; Berger, Holt, and Lange <br />voted aye, Gillette and Jacobsen voted nay. <br />
