Consideration Of Appointments To The Goebel Senior Center <br />Commission <br />Ward referenced the documentation, identified the. incumbents and the new <br />applicant, and noted that Mr. Fiorita's spouse is a current Commission <br />member. <br />In response to Board inquiries, Ward explained that there is no bylaw <br />prohibition against concurrent Commission membership by members of the <br />same family, he reviewed the election process and past historic precedent, <br />and said that the precedent was based on the desire to facilitate the <br />broadest senior representation on the Commission, and the Board is the <br />appointing authority. <br />Gillette said that a potential for conflict significantly increases if more than <br />one member per household serves on a governance board at the same time. <br />Lange and Berger said that the bylaws should be modified. Ward said that <br />staff seeks direction regarding the bylaws. <br />Berger said that he was concerned that a person not be penalized for being <br />married. Holt concurred, and said she would be reluctant to vote against <br />concurrent Commission membership for family members, until the bylaws are <br />changed. Gillette noted that no Commission members were present to lobby <br />for modification or express dissatisfaction. <br />It was moved by Holt and seconded by Berger, to approve the <br />appointments of David Adair, Johnie Defreese, Robert Edwards, <br />Constance Kraszewski, and Helen Milligan to three-year terms, and <br />Anthony Fiorita to a two-year term (to complete the term of office of <br />Marguerite Barrett, who resigned) on the Goebel Senior Center <br />Commission, effective July 1, 1997. <br />The motion failed to pass, with one vote in favor (Berger), two in <br />opposition (Gillette and Lange), and one abstention (Holt). <br />It was moved by Holt and seconded by Lange to approve the <br />appointments of David Adair, Johnie Defreese, Robert Edwards, <br />Constance Kraszewski, and Helen Milligan_ to three-year terms and <br />Russel Giovenco to a two-year term (to complete the term of office of <br />Marguerite Barrett, who resigned) on the Goebel Senior Center <br />Commission, effective July 1, 1997. <br />
