Approval Of AYSO, Region #42, Request To Further Modify <br />Development Permit #83-525 - Peppertree Playfield <br />Sorensen reviewed relevant past agreements, identified AYSO expenditures, <br />and Phase 1 components, and noted that all components were completed <br />except for the final construction of the snack shack facility. Further, he <br />identified AYSO's requested changes, which include shifting the permanent <br />snack shack construction to Phase 3, the soccer field construction to Phase <br />2, and would include two fields rather than one. Sorensen said that staff <br />believes that AYSO has acted with integrity and has fulfilled its obligations, <br />and staff supports conceptual approval of the modifications. He said that <br />Brad Jorgan and Wayne Behrend, of AYSO, were present to answer <br />questions. <br />In response to Gillette's inquiry, Sorensen explained that, during the last two <br />years, staff has received no negative calls or letters regarding the use of the <br />facility, parking issues on Reno Road were addressed, and there is an <br />ongoing educational effort to get people to use the authorized parking space <br />available in the industrial park on the north side of Old Conejo Road. <br />Gillette said that it appears that AYSO has complied with the agreement. <br />In response to Berger's inquiries, Sorensen said that, after conceptual <br />approval is given, the public hearing process will be held in the <br />neighborhood, possibly at Borchard Park, and if a seventh field is added, <br />additional parking may become an issue. <br />In response to Lange's inquiry, Sorenen said that staff was involved in the <br />temporary snack shack construction, the available $66,000 will be completely <br />used in Phase 2, AYSO is seeking a grant to help with costs, and the <br />completion goal for Phase 2 is December 1. <br />Lange said that he appreciated AYSO efforts, and he supported the <br />recommendation. <br />It was moved by Gillette, seconded by Holt, and carried unanimously, <br />4-0, to conceptually approve the AYSO request to further modify <br />Development Permit #83-525, as outlined in the submitted <br />documentation. <br />
