Minutes 2-6-97 <br />Page 4 <br />Ward discussed the key milestones and identified <br />opportunities for public hearings and input. Sorensen <br />said that the EIR consultant has identified a schedule <br />for public hearings and community input. Ward said that <br />the project welcomes and invites public participation, <br />and this should be reflected in the project schedule. <br />It was moved by Gillette, seconded by Lange, and carried <br />unanimously to adopt recommendation number 1 of the Ad <br />Hoc Committee: specifically, Initiate an amendment to <br />the Thousand Oaks General Plan to expand planning area <br />boundaries and adopt land use designations for the <br />portion of the Hill Canyon project in the Santa Rosa <br />Valley not presently part of the City; initiate an <br />amendment to the Land Use Plan of Specific Plan #7 <br />(Rancho Conejo) from "employment park" to "golf course <br />clubhouse" for the clubhouse area; and authorize <br />prezoning application for the project areas not presently <br />in the City. <br />It was moved by Gillette and seconded by Berger to adopt <br />recommendation number 2 of the Ad Hoc Committee: <br />specifically, adopt proposed budget and project <br />schedule, designate funding source or sources for design <br />and preconstruction costs and authorize the Committee to <br />select and contract with the EIR consultant. <br />In response to Lange's inquiry, Ward said that the <br />project management cost of $375,000 covers the entire <br />project, not just the preconstruction phase; and the cost <br />of the project is in the high range of golf course <br />construction because of the wetlands, and sensitivity and <br />topography issues, but these can be offset by the <br />availability of water, reasonable land costs, and <br />potential revenue generation. <br />In response to Berger inquiries, Ward said that the cost <br />of the EIR is in the $180,000 range, Ed Johnduff is the <br />project manager, both City and District staff are working <br />on the project, and the JPA ( joint powers authority) will <br />define the contractual relationship and basic operating <br />principals and issue the debt. Ward discussed the <br />accounts from which the initial project funds will be <br />appropriated, plus design considerations and constraints. <br />Gillette suggested that, to facilitate understanding, <br />costs should be identified as either total project costs <br />or preconstruction costs. <br />
