Minutes 2-6-97 <br />Page 3 <br />It was moved by Lange, seconded by Holt, and carried <br />unanimously to award the contract for the purchase and <br />installation of play equipment to Miracle Play Systems, <br />Inc., in the amount of $20,$77.00. <br />C. Hill Canyon Regional Recreation Facility <br />1. Initiation Of Project, Adoption Of Budget And <br />Schedule, And Retention Of The Environmental Impact <br />Report Consultant <br />2. Designation Of Funding Sources To Be Appropriated <br />For Initial Financing In The Amount Of $250,000 <br />Ward presented an overview of the project, and stated <br />that: the two recommendations of the Ad Hoc Committee <br />were approved by the City Council on February 4; the <br />total cost of the design and preconstruction budget is <br />$2 million; the District's share will be through a cash <br />contribution of $250,000, with the balance through a <br />proposed loan from the City; the proposed collateral for <br />the loan is the project property owned by the District; <br />and staff recommendation is to adopt the recommendations <br />of the Ad Hoc Committee, authorize the expenditures as <br />outlined in the staff memo, with funds to be appropriated <br />from the Lake Sherwood Park Development Funds, Farland <br />House Trust Account and Contingency. <br />Gillette said that an additional MOU (Memorandum of <br />Understanding), relative to the annexation, will be <br />prepared. In response to Gillette's inquiry, Ward said <br />that the estimated total cost of the project is $10 <br />million to $12 million. <br />In response to Holt's inquiry, Ward said that the <br />annexation would necessitate LAFCO's involvement, he <br />identified and discussed the entities involved and the <br />proposed process. Gillette provided historical <br />perspective. Ward said that the project will generate <br />considerable interest and some dissension is to be <br />expected. <br />Jacobsen suggested that the key milestones' time line be <br />modified to reflect all public hearings. Ward concurred <br />that the public review process is an important component <br />of the project and he said that a joint meeting might be <br />appropriate to reaffirm the direction of the project and <br />offer an opportunity for public review and input. <br />
