Minutes 12-5-96 <br />Page 4 <br />Lange stated his support of staff recommendation to <br />conclude liquor sales one hour before event closing. <br />Holt said that one hour of abstinence is traditional at <br />sporting events, informational signs could be posted, and <br />the event already extends beyond normal park hours. <br />In response to Jacobsen's inquiries, Phillip said that <br />if the event closes at 9:00 p.m. and if alcohol sales <br />stop at 8:00 p.m., food and music will continue till 9 <br />p.m., and the event will be the same as last year. <br />Gillette said that the Board has a heightened sensitivity <br />to the alcoholic beverage issue, the cut off time for <br />alcohol must be clearly posted, and rules are necessary <br />to protect against a very small minority of people that <br />could cause problems at the facility and for the <br />organization. <br />Holt expressed support for the festival. <br />It was moved by Holt and seconded by Lange to authorize <br />staff to issue a permit to St. Demetrios Greek Orthodox <br />Church of Ventura County to conduct the 1997 Greek <br />Festival with the following stipulations: it is <br />permissible to charge an admission fee of $2.00; closing <br />time on Saturday night is to be 9:00 p.m. and closing <br />time on Sunday night is to be 7:00 p.m., with the sale <br />of alcoholic beverages concluding one-hour prior to the <br />closing of the event on both nights. <br />Gillette suggested that event organizers consider <br />defining the word "admission" as "donation", in order to <br />provide flexibility. <br />The motion carried unanimously. <br />B. Adoption Of Proposed Board Of Directors' 1997 Meeting <br />Schedule <br />Ward referenced the tentative schedule, noted the three <br />professional conferences frequently attended by staff and <br />the Board, and stated the recommendation. <br />Gillette raised the issue of suspending meetings during <br />the month of August. Staff noted that the budget is <br />typically adopted the first meeting in August, but said <br />that the budget schedule could be adjusted, a one -meeting <br />
