Minutes 12-5-96 <br />Page 3 <br />determination must be made about a $2.00 entry fee, the <br />festival committee has asked for a closing time of 9:30 <br />p.m., with beer and wine sales concluding one-half hour <br />before closing, staff recommends a 9:00 p.m. closing with <br />liquor sales concluding one hour before closing, and if <br />the request is approved, an MOU will be prepared. <br />Holt expressed concern over issues of security and public <br />access to the park, and in response to her inquiry, <br />Washington said that public access to the play areas, the <br />adjacent pavilion, and much of the park will not be <br />obstructed. In response to Lange's inquiry, Washington <br />said that lighting requirements still need to be <br />evaluated and would be the responsibility of the festival <br />representatives. <br />In response to Gillette's inquiry, Washington said that <br />the fencing will be a ribbon fencing or caution tape, not <br />a hard barrier, and will serve primarily as an attention <br />device versus a barrier. Gillette expressed concern <br />about the lack of ingress control, and Berger suggested <br />hand stamping as a means of controlling participation. <br />In response to Jacobsen's inquiries, Washington said that <br />Conejo Valley Days Kick -Off Picnic and Oktoberfest are <br />two similar events, neither charge admission, advertising <br />will be the responsibility of the festival <br />representatives, historically, the event has charged <br />admission, and last year was the first year that <br />admission was not charged and the impact on attendance <br />was negligible. <br />Michael Phillip, of Camarillo and Festival Chair, <br />expressed satisfaction with last year's event. He said <br />that 90 percent of attendees are Conejo Valley residents, <br />the two issues remaining to be resolved are event hours <br />and admission, the lack of an admission fee last year did <br />not result in a significant increase in attendance, past <br />experience indicates that the event's admission policy <br />has not been a problem, the event will have its own <br />security force, rides will be provided, if necessary, <br />and the Greek Festival attracts mature, sedate patrons. <br />Citing possible patron agitation, he expressed concern <br />about concluding liquor sales an hour before closing, <br />versus allowing a natural exit of attendees as darkness <br />falls, and he said that the extra half hour of liquor <br />sales would impact event revenue. <br />
