Minutes 10-17-96
Page 3
specifically, "It is unlawful for any individual under
the age of eighteen (18) years, who is on District lands
or in District facilities, without the consent of the
District, and who is not accompanied by a responsible
adult, to possess an aerosol or pressurized container of
paint." Further, he noted an addition to Section 102 -
Definitions; specifically, Z(3) "Sunset shall be as
determined by the U.S. Naval Observatory for the Los
Angeles area".
Gillette opened the public hearing. As no one was in
attendance who wished to address the Board, Gillette
closed the public hearing.
It was moved by Berger, seconded by Jacobsen, and carried
unanimously to adopt Resolution Number 101796A, A
resolution adopting the amended ordinance manual, that
it be read in title only and all other readings be
waived.
8. NEW ITEMS
A. Approval To Transfer MRCA (Mountains Recreation and
Conservation Authority) Payroll Processing Responsibility
To The District
Jorgensen referenced the advantages to both MRCA and CRPD
of the District assuming MRCA's payroll processing
responsibility, and he discussed the financial
considerations of the change. He said that the
additional cost to the District will be approximately
$13,000 to cover the cost of the additional part-time
receptionist that will be needed, $11,000 will be
received from MRCA, and the Action Grant of RSVP (Retired
Senior Volunteer Program) is expected to cover the
balance, when those funds become available.
In response to Board inquiries, staff said that the
employee responsible for the task will be working within
her job description, and the payroll processing change
should facilitate timely financial data, including a
budget performance report.
Lange said that MRCA could benefit from this information,
and he stated his support of the recommendation. Berger
noted the benefits for both organizations, and he stated
his support of the recommendation.
