Minutes 9-19-96 <br />Page 4 <br />In response to Lange's inquiry, Sorensen explained that <br />the planning process would be complex, its estimated <br />completion time would be 12 to 18 months, and prior to <br />public hearings, many community hearings are envisioned. <br />Lange expressed support for the proposal. <br />In response to Jacobsen's concerns, Ward explained that <br />staff envisions a design approach involving staff <br />expertise and input obtained from community -wide <br />involvement, through advisory, planning, and focus <br />groups. Ward indicated that background data can be <br />important, but it may not reflect current community <br />recreation needs nor the current conditions of the site <br />and surrounding area. <br />Jacobsen agreed that the planning process should not be <br />encumbered by past obsolete decisions that may no longer <br />be valid. <br />It was moved by Holt and seconded by Jacobsen to add the <br />Master Planning of Conejo Creek Park to the 1996-97 <br />budget in the amount of $50,000; funding to come from <br />Park Development Fees. <br />Holt expressed support for the proposal and proactive <br />response. Gillette agreed that changes have occurred <br />since the development of earlier master plans. He said <br />the problems and issues that have resulted from the <br />continued development of temporary facilities must be <br />addressed, an inclusive community involvement will <br />facilitate this process, the District must assume a <br />leadership role in the property's development, and the <br />time is right to move forward. <br />The motion carried unanimously. <br />C. Authorization To Award Bid For Purchase of Mid -Size Truck <br />Sorensen said that $20,000 was allocated in the 1996-97 <br />budget, and he identified an immediate need for the <br />vehicle. He said that the lowest bid was $16,474.58, and <br />staff would return at a later date to seek Board <br />authorization to purchase a fertilizer spreader with the <br />savings. <br />It was moved by Lange, seconded by Holt, and carried <br />unanimously to award the bid for a mid-size pickup truck <br />to Paradise Chevrolet in the amount of $16,474.58. <br />
