Minutes 9-19-96 <br />Page 3 <br />It was moved by Berger and seconded by Lange to approve <br />the Mountains Recreation and Conservation Authority <br />(MRCA) budget for fiscal year 1996-97, as presented in <br />the submitted documentation. <br />In response to Jacobsen's concern, Ward explained that <br />MRCA is the funding mechanism for the SMMC (Santa Monica <br />Mountains Conservancy). He said that many variables and <br />external factors make long term projections difficult, <br />and MRCA's responsiveness, in part, is based on a premise <br />of flexibility and lack of bureaucracy. He cited <br />examples of several ongoing commitments, projects, and <br />JPAs (joint power authorities), and noted that new <br />relationships are always being developed. <br />Lange concurred with Ward about the difficulty of long <br />term projections and said that the budget was austere. <br />Ward also explained that, in many cases, there are major <br />budget items that are pass-through items, and this is an <br />efficient and effective funding mechanism. Berger <br />identified several Santa Monica Mountains and community <br />projects that have benefited from MRCA involvement, <br />including Circle X, Linfin, and Broome Ranch, and he <br />concurred that MRCA facilitates a speedy response without <br />incurring District liability. <br />In response to Gillette's inquiry, Berger explained that <br />the budget format is structured to conform to the State's <br />directive. In response to Jacobsen's inquiry, Jorgensen <br />stated that MRCA is audited yearly, but the audits for <br />1995 and 1996 are not yet complete. <br />The motion carried unanimously. <br />B. Authorization To Amend The Fiscal Year 1996-97 Budget To <br />Include Master Planning Of Conejo Creek Park <br />Sorensen identified and discussed the four quadrants and <br />their main features, the current users of the parcels, <br />and others interested in, or affected by, site decisions, <br />and he noted the continued development of the community <br />and the growth of community recreation needs. <br />Berger expressed support for the proposal and emphasized <br />the need to include in the planning process the seven <br />acres across the street on Avenida de Las Flores. <br />Gillette concurred. <br />
