Resolution Number 041896-A, Approving Boundaries Of <br />Proposed Special Assessment District <br />2. Resolution Number 041896-B, Initiating Proceedings <br />And Ordering Preparation Of Engineer's Report <br />3. Resolution Number 041896-C, Approving Engineer's <br />Report <br />4. Resolution Number 041896-D, Declaring District's <br />Intention To Form An Assessment District, And To <br />Levy And Collect Assessments, And Setting Time And <br />Place For Public Hearings Thereon <br />Sorensen said that Specific Plans 8 and 9 require a means <br />of perpetual maintenance for public park sites and open <br />space within the development, and there will be four park <br />sites. He referenced a map identifying the boundaries <br />of the proposed assessment district. <br />Sorensen introduced James D. Grisham of Willdan <br />Associates, principal author of the Engineer's Report. <br />Grisham said that the report was the result of a team <br />effort, which included legal council, thus ensuring that <br />all proper procedures were followed. <br />In response to Jacobsen's inquiry, Sorensen said that <br />pending legislation may limit formation of future <br />assessment districts. Grisham said that the pending <br />legislation may hinder the District's future ability to <br />increase assessments, and therefore the method of <br />assessment for the proposed assessment district has been <br />designed to enhance the District's options to meet <br />inflation and escalating costs. <br />
