Minutes 4-4-96 <br />Page 2 <br />7. DEFERRED MATTERS <br />None <br />8. NEW ITEMS <br />A. Proposal To Rescind Conejo-Ventura Park Services Agency <br />Joint Powers Agreement <br />Ward reviewed the relevant history of the JPA, identified <br />the initial projects, and said that: the District <br />utilized $1.9 million of dedication fees for the <br />acquisition of Broome Ranch; the County utilized its <br />funds for the Oakbrook Interpretive Center; at this time, <br />it appears that there is no need to continue the JPA; and <br />the agency could be reconstituted at any time the need <br />is identified by a vote of the Board of Supervisors and <br />the CRPD Board of Directors. He noted staff <br />recommendation. <br />In response to Board inquiries, Ward said that: the <br />rescission would result in no fiscal impact to, or <br />continuing liability for, the District, nor would a <br />subsequent meeting of the agency be necessary; the body <br />of the funds have been used on a community -wide basis; <br />the agreement restricts the use of funds to capital <br />projects within the Conejo Valley; and it is anticipated <br />that the County will expend the balance of its funds at <br />the Interpretive Center. <br />Jacobsen noted that Gillette supports the rescission of <br />the Conejo Ventura Park Services Agency Joint Powers <br />Agreement. <br />It was moved by Berger, seconded by Holt, and carried <br />unanimously, 4-0, pursuant to the terms of the Conejo <br />Ventura Park Services Agency Joint Powers Agreement <br />entered into on September 19, 1989, to agree and act to <br />rescind the agreement; understanding that the agency may <br />be reconstituted at such time as the parties may deem <br />appropriate. <br />
