<br />facilities' construction, but for long term maintenance and
<br />operation of facilities; a sales tax to create an endowment
<br />has been considered to build and maintain facilities into
<br />perpetuity; the community's apparent willingness to get
<br />involved might be used to move this goal forward; and Sport
<br />X has temporarily derailed this focus.
<br />Sharon Noel said that the highest priority on the attitude
<br />survey was more open space.
<br />Ward reiterated that: no plan or written proposal has been
<br />submitted to the District; no commitments have been made to
<br />Sport X and that at this point it is being circulated as a
<br />concept; the law requires the District to be in control of
<br />public property; the District recognizes the due process
<br />issue, and that it would be inappropriate to prejudge a
<br />proposal; at such time as a proposal is received, the Board
<br />will make a decision whether to evaluate it and provide
<br />direction at that time; Sport X has no exclusive right to
<br />negotiate, and that if any proposals were to be considered,
<br />the opportunity would initially be open to all for any
<br />subsequent evaluations; the District is here to serve the
<br />public in a variety of agendas including its participation in
<br />COSCA, a joint powers agency, which, at build out, will manage
<br />41 percent of Conejo Valley land in open space; and the City,
<br />School District, and Park District have mutual concerns for
<br />a variety of community needs.
