Minutes 3-7-95 <br />Page 4 <br />Vern Miller, Picnic Chairman of the Conejo Valley Rotary Club, <br />referencing the request to use Conejo Creek North for the Kick <br />Off Picnic on March 17, said that all conditions identified <br />by the staff have been met. He presented an overview of the <br />event, identified event components and amenities, and <br />described the plans for traffic control and cleanup. <br />Gillette said that this was an agendized item and promised <br />that action would be taken later in the evening. <br />Madge Schaefer, recounted the history of the "Dream Park" <br />site, including a failed attempt to develop the park site into <br />a condominium development. Gillette noted that Schaefer was <br />a former City Councilmember, Mayor, and member of the County <br />Board of Supervisors. Continuing, Schaefer said that the <br />current use of the park is appropriate, praised the initial <br />vision to buy the park for the community, and asked that the <br />vision not be abandoned. <br />Judith Harker said that the community shares the vision of <br />that site as flexible use open space, she is appalled at the <br />proposed project, Gulbranson's statements are offensive, and <br />the current uses of the park are valid. She urged an <br />investigation for possible funding sources for park <br />improvements, including possible fund raising and the <br />involvement of local volunteers. <br />Chris Buckett asked a series of questions including questions <br />relative to the availability of funds through the $1.2 million <br />transient bed tax, and the possible involvement of the <br />community to help the District get the necessary money to <br />prevent. the selling or leasing of the park site. She said <br />that Sport X would be better suited elsewhere, and there are <br />not enough passive recreation parks. <br />Gillette said that, in addition to the speakers' inputs, 35 <br />written statement cards were received and will become part of <br />the official record. He said that it is not possible at this <br />time to enter into a debate because this is not a public <br />hearing, it is a forum to allow community members to express <br />their opinions on this project. <br />In reference to Mr. Anderson, Gillette said that, for the past <br />several years, the City, the School District, and Park <br />District have met to identify and discuss unmet community <br />needs and a possible funding mechanism not only for initial <br />
