Minutes 3-7-95 <br />Page 2 <br />Lucy Frokjer spoke in opposition to the Sport X project, <br />citing potential traffic problems that would impact the <br />library, and senior and teen centers' complex, and she <br />referenced a news' article on the negative impact of a <br />proposed sports' arena. <br />Lisa Creps, representing homeowners and horse owners of <br />Waverly Heights, spoke in opposition to the Sport X project, <br />citing the project as a threat to the equestrian and rural <br />life style of the area and to property values. Additionally, <br />she said that Sport X would result in numerous urban problems. <br />She recommended that, if the project is to be pursued, it <br />should be placed in an area zoned for commercial use. <br />Joy Meade spoke in opposition to the Sport X project. She <br />said that there is no public perception that substantial <br />development of Conejo Creek is needed at this time, and <br />protection, not development, is what is desired. She urged <br />the District to: work with other agencies to find ways to <br />protect the park; listen to the public's recommendations; and <br />consider petitioning the City to designate the transient <br />occupancy tax revenues for the purchase of the School <br />District's portion of the property, thus bringing all the land <br />under Park District control. <br />Sandra Clayton, representing AYSO (American Youth Soccer <br />Organization) and a coalition of AYSO, ETI (Equestrian Trails <br />Incorporated), and CVD (Conejo Valley Days), said that the <br />Sport X proposal is too intense for the site. She said that <br />an alternative plan will shortly be presented to the Board, <br />relative to acquiring and improving the School District land <br />through COSCA (Conejo Open Space Conservation Agency) or the <br />Park District, using the coalition's money for improvements, <br />which would facilitate the continued current use of the site, <br />while mitigating some of the problems. She asked for the <br />District's support in refining the plan, and said that a bond <br />issue or additional taxation is not necessary, and community <br />and revenue resources exist that can build the park. She <br />agreed with Gillette that the involvement and support of the <br />surrounding homeowners is essential to any plan. She thanked <br />staff and the Board for its consistent message that the site <br />is park property and would be maintained under the District's <br />control. <br />
