October 19, 2000 <br />Page 3 <br />budget is to be developer fees, because construction cost estimates reflect <br />unknown aspects of 1933 construction specifications, subsequent to the re- <br />bidding process, the Board may have to consider increasing the District's <br />share of construction costs through the further use of developer fees; staff <br />has received assurances that the interior of the building can be protected <br />during the reroofing process; and criteria were identified under which federal <br />grant funds were received. <br />It was moved by Holt, seconded by Gibson, and carried 5-0 to reject the <br />bid for the rehabilitation of the McCrea estate home, and re -bid the <br />project using modified specifications. <br />B. Authorization To Award Bids For Borchard Community Park Skate Park <br />And Parking Lot <br />Sorensen' reviewed past and present bid processes, referenced the <br />documentation, and provided background information. He stated that the <br />present specifications were modified and the project split, low bids of <br />$673,900 for the parking lottsewer line repair and $186,500 for the skate park <br />were submitted by Burns Pacific and Edrow Engineering & Construction <br />respectively, and both firms are based in Thousand Oaks. <br />In response to Board inquiries, Sorensen explained that Edrow Engineering <br />has skateboard park experience; most construction will be done concurrently; <br />the skateboard park will not be opened until parking lot construction is <br />completed; measures will be taken to ensure proper use of the skateboard <br />park, including supervision by recreation staff, signage, and possible video <br />surveillance; local merchants are supportive of the facility; constituents in <br />other areas of Thousand Oaks are interested in a similar facility; and <br />Thousand Oaks Community Park, the Teen Center, and Oakbrook Playfield <br />are all possible locations for future skateboard park facilities. <br />Jacobsen requested information on the impact of the expanded parking lot <br />facility on existing trees. <br />It was moved by Holt, seconded by Gibson, and carried 5-0 to award a <br />construction contract to Bums Pacific in the amount of $673,900, with a <br />contingency amount of $50,000 authorized for change orders; further to <br />award a construction contract to Edrow Engineering and Construction <br />in the amount of $186,500, with a contingency amount of $23,500 <br />authorized for change orders. <br />
