September 21, 2000 <br />Page 2 <br />Harbor District, as a representative to the CSDA (California Special Districts <br />Association) Board of Directors" in lieu of the words "to elect". <br />7. DEFERRED MATTERS <br />A. Welling Trust Property Park Site Suitability (East Rancho Road, North <br />Of Hillcrest Drive) <br />Sorensen said that subsequent to Board direction on September 7, staff <br />conducted an inspection and analysis of the Welling Trust property. He <br />reported that the property is currently in escrow, and an analysis of cost <br />factors indicate the list price is approximately $304,000 per acre, which is <br />significantly higher than the value of park property in that zone, and <br />development costs for the site would be in the range of $100,000 per acre. <br />He said staff recommendation is that the property be referred to appropriate <br />COSCA (Conejo Open Space Conservation Agency) staff for evaluation as <br />an equestrian center, and he noted the presence of representatives of <br />Welling Trust. <br />In response to Lange's inquiry, Sorensen said that COSCA staff was not <br />previously aware of the property, but is now informed. <br />Jeanette Welling thanked staff for investigating the property, confirmed that <br />the property is currently in escrow with a private party, and in response to <br />Holt's inquiry, said that the perspective buyer plans to build houses on the <br />site. <br />Gina Smurthwaite thanked staff and Board for investigating the property, <br />and thanked Jeanette Welling for allowing the neighborhood to use the <br />property. <br />Nick Quidwai urged caution in the use of limited District funds and <br />resources. <br />It was moved by Holt, seconded by Lange, and carried 3-0 to decline to <br />add the Welling Trust property to the District's Capital Improvement <br />Projects list, and to refer this property to COSCA staff for evaluation as <br />an equestrian center, if the property falls out of escrow. <br />8.
