Adoption Of Resolution Number 062200-A, Adopting Memorandum Of <br />Understanding (MOU) Between District And Service Employees <br />International Union (SEIU) And Adjusting Employee Benefits And <br />Salaries <br />Jorgensen stated that negotiations between the District and SEIU have been <br />completed, the proposed contract has been ratified by the employees and is <br />for two years. Proposed changes to the MOU include the option of voluntary <br />employee deductions for C.O.P.E., the introduction of a Wellness Program, <br />and salary increases as follows: in July 2000, employees will receive a three <br />percent cost of living increase, and effective January 1, 2001, July 1, 2001, <br />and January 1, 2002 employees will receive a two -percent cost of living <br />increase. Additionally, he said that the District has agreed to have an <br />actuarial study conducted by PERS to determine the cost of the single <br />highest year salary benefit. <br />It was moved by Holt, seconded by Gibson, and carried 4-0 to adopt <br />Resolution Number 062200-A, adopting the Memorandum of <br />Understanding (MOU) entered into by the District and Service <br />Employees International Union (SEIU), and adjusting other employee <br />benefits and salaries, as outlined in the submitted documentation. <br />D. Authorization To Reject Borchard Park Parking Lot And Skate Park <br />Bids, Move Construction Window To November 2000,January 2001, <br />And Issue As Separate Bid Packages <br />Sorensen reviewed the bid process, said that the bids were considerably <br />higher than the budgeted amount of the project, and discussed possible <br />reasons. He recommended a rejection of all bids, the construction window be <br />moved to November 2000 -January 2001, and the project be divided into <br />individual bid packages, which, he said, would likely result in lower bids by <br />clearly defining limits of work, keeping the specialty construction separate <br />from the more standard construction, and furnishing time for possible grant <br />opportunities to be identified. <br />It was moved by Gibson, seconded by Holt, and carried 4-0 to reject the <br />bids, move the construction window to November 2000 -January 2001, <br />and issue the parking lot and skate park as separate bid packages. <br />
