Recreation And Park Needs Assessment Survey Ward referenced the documentation, and introduced Gerard van Steyn of Shilts Consultants, who presented an overview of the process associated with the public opinion research element of a recreation and parks needs assessment and the implications of the findings of such research for the District in the planning and financing of capital projects, and projected maintenance and operation expenditures. He invited questions. In response to Board inquiries, he discussed survey instruments, project expectations, objectives, and services, past Conejo Valley attitude surveys, implications of ERAF (Educational Revenue Augmentation Fund), past work with other special districts, goals, and the Godbe Research organization and its role in the project. 10.
