Hillcrest. <br />It was moved by Lange, seconded by Holt, and carried 4-0, to direct <br />the General Manager to prepare a community use plan (to include the <br />offices of the Conejo Recreation and Park District, transition of Arts <br />Council activities and offices, community rehearsal space, possible <br />adult school classes and other related uses), covering both financial <br />and rehabilitation programs for full utilization of the historical north <br />building of the former Civic Center at 401 Hillcrest Drive; and direct staff <br />to prepare a plan for private use of Janss House. <br />The meeting was recessed at 8:45 p.m. and reconvened at 8:55 p.m. <br />9. ITEMS FOR DISCUSSION <br />A. Recreation And Park Needs Assessment Survey <br />Ward referenced the documentation, and introduced Gerard van Steyn of <br />Shilts Consultants, who presented an overview of the process associated <br />with the public opinion research element of a recreation and parks needs <br />assessment and the implications of the findings of such research for the <br />District in the planning and financing of capital projects, and projected <br />maintenance and operation expenditures. He invited questions. <br />In response to Board inquiries, he discussed survey instruments, project <br />expectations, objectives, and services, past Conejo Valley attitude surveys, <br />implications of ERAF (Educational Revenue Augmentation Fund), past work <br />with other special districts, goals, and the Godbe Research organization and <br />its role in the project. <br />10.
