In response to Board inquiries, Sorensen discussed the lack of trail linkage in the vicinity of the site, and permit issues. He said that, with Board approval, staff would return to the Board with a Master Plan for the site in six to nine months, the mobile home structure on the site is not expected to present zoning problems, Walnut Grove Park is a fully developed neighborhood park with a trail system, and it is staffs understanding that Ride On would be fully responsible for the cost of deferred maintenance. Laufenberg said that significant interest in the community exists for therapeutic riding, and she stated her support for the program. Merja Reed, a parent and member of the Therapeutic Advisory Council, stated her support, and said that there is a need for the program in the community. It was moved by Lange, seconded by Holt, and carried 4-0 to conceptually approve the therapeutic equestrian uses for Lot 39A, as outlined in submitted documentation, and authorize staff to prepare a Memorandum of Understanding for Board consideration. B. Adoption Of Resolution Number 042000-A A Preliminary Budget For Fiscal Year 2000-2001 And Authorization To Publish Notice Of Adoption Jorgensen stated that the budget cycle is an annual event, and the purpose of the preliminary budget is to begin the budget cycle, including the Public Hearing process, and to provide an operating budget until the new budget is adopted in July. He said that the preliminary budget would be published, and the Capital Improvement Projects list would be updated during the budget process. It was moved by Holt, seconded by Jacobson, and carried 4-0 to adopt Resolution Number 042000-A, adopting a preliminary budget for fiscal year 2000-2001, and authorizing the General Manager to publish the notice of adoption; that it be read in title only and all other readings be waived.
