April 26, 2000 <br />Page 3 <br />Jim Rochford, president of Equestrian Trails Incorporated (ETI), stated his <br />support for the Ride On program, and offered ETI volunteers for the <br />therapeutic program. <br />In response to Board inquiries, Sorensen discussed the lack of trail linkage <br />in the vicinity of the site, and permit issues. He said that, with Board <br />approval, staff would return to the Board with a Master Plan for the site in <br />six to nine months, the mobile home structure on the site is not expected to <br />present zoning problems, Walnut Grove Park is a fully developed <br />neighborhood park with a trail system, and it is staffs understanding that <br />Ride On would be fully responsible for the cost of deferred maintenance. <br />Laufenberg said that significant interest in the community exists for <br />therapeutic riding, and she stated her support for the program. <br />Merja Reed, a parent and member of the Therapeutic Advisory Council, <br />stated her support, and said that there is a need for the program in the <br />community. <br />It was moved by Lange, seconded by Holt, and carried 4-0 to <br />conceptually approve the therapeutic equestrian uses for Lot 39A, as <br />outlined in submitted documentation, and authorize staff to prepare a <br />Memorandum of Understanding for Board consideration. <br />B. Adoption Of Resolution Number 042000-A A Preliminary Budget For <br />Fiscal Year 2000-2001 And Authorization To Publish Notice Of <br />Adoption <br />Jorgensen stated that the budget cycle is an annual event, and the purpose <br />of the preliminary budget is to begin the budget cycle, including the Public <br />Hearing process, and to provide an operating budget until the new budget is <br />adopted in July. He said that the preliminary budget would be published, <br />and the Capital Improvement Projects list would be updated during the <br />budget process. <br />It was moved by Holt, seconded by Jacobson, and carried 4-0 to adopt <br />Resolution Number 042000-A, adopting a preliminary budget for fiscal <br />year 2000-2001, and authorizing the General Manager to publish the <br />notice of adoption; that it be read in title only and all other readings be <br />waived. <br />
