Adoption Of Amended Purchasing Policy <br />Jorgensen stated that the District's purchasing policy has not been <br />amended since 1975, and the four major changes in the proposed policy <br />are: 1.) modifying the level of staff authority for purchases, which is more <br />consistent with levels established in the Uniform Construction Cost <br />Accounting Procedures of the Public Contracts Code, 2.) codifying credit <br />card procedure and usage, 3.) granting the General Manager urgency <br />authority, 4.) and memorializing the informal bid process. <br />Holt expressed concern about a proliferation of consultants in some <br />agencies; Lange expressed support for the policy update; Ward said that <br />urgency authority is seldom necessary but its availability is prudent <br />foresight, and District use of consultants is on an as needed basis and a <br />management tool to be used judiciously; and Jorgensen explained the <br />credit card and gratuities guidelines. <br />It was moved by Holt, seconded by Jacobsen, and carried 5-0 to adopt <br />the submitted, rewritten purchasing policy. <br />9.
