November 18, 1959 <br />Page 3 <br />He said that plans and construction drawings will shortly be completed for <br />the Borchard Park parking lot and skateboard park, and lot construction is <br />planned for July 10 through September 15 to minimize scheduling problems <br />with the park and community center. <br />He reported that presentation of a second iteration on the conceptual plans <br />for the Oakbrook Neighborhood Park is planned for December, it appears <br />that there is strong opposition to placing Little League facilities at the park, <br />and the Board will be kept informed. <br />He advised that the caretaker residence at the Stagecoach Inn has been <br />replaced, the new caretaker of Stagecoach Inn is Craig Welling, and <br />Stagecoach Inn lighting, landscaping, and sign improvements are 75 <br />percent complete. <br />Relative to Conejo Creek North, he said that the picnic structures are <br />currently being painted and the monument signs are completed; additional <br />parking would be necessary if a roller hockey facility is ever incorporated in <br />the design of Conejo Creek Southwest; although the equestrian community <br />was involved in the extended planning process for the dog park at Conejo <br />Creek Northwest, staff expects continued opposition from a small vocal <br />minority, and the community garden development can be initiated as soon <br />as permit conditions are agreed to. <br />He informed the Board that Pepper Tree play equipment installation began <br />November 8, all hazardous material abatement projects are completed, bids <br />are being advertised to recarpet Park Place administration offices, and <br />plans for Oakbrook Park have been modified to buffer nearby homes from <br />park activity. He explained that the City of Thousand Oaks was not <br />involved in the creation of either Kimber Park or Pepper Tree Playfields, <br />Borchard Park parking lot is not used for school parking, and Waverly Park <br />expenses of $150,000 will cover the parking lot, dog park, community <br />garden, and other general improvements. <br />He responded that the impact of the Capital Improvement Projects on <br />maintenance personnel has been taken into consideration. Ward noted <br />that, within two years, staffing and programming costs at the Dos Vientos <br />community center must be addressed. <br />10. REPORTS AND ANNOUNCEMENTS <br />A. Activity Summary <br />In response to Board inquiries, Wiley discussed the impact of programming <br />and specific activities on total attendance. He said that the increase in <br />racquetball participation may be the result of a reconfiguration of prime time <br />hours, and attendance at concerts in the park is influenced by weather, <br />
