October 21, 1999 <br />Page 4 <br />11. DEPARTMENT REPORTS <br />A. Park Division Report <br />Sorensen reported that the schedule for the Kimber Park development <br />permit process has been announced, appeals can be submitted to the City <br />of Thousand Oaks Planning Department until October 29, and he <br />anticipates construction will begin before the end of the year. <br />Continuing, he said that on 12 October 83 attendees participated in the first <br />of three community workshops for Oakbrook Playfield, it appeared that over <br />90 percent of the attendees opposed the playfield concept, there is an <br />opportunity for a partnership with Little league, a second iteration of <br />proposals will be considered in November, principal concerns expressed by <br />attendees were traffic, noise, and loss of a quiet ambiance, and after three <br />community workshops a public hearing will be scheduled. <br />In response to Jacobsen's inquiry, staff said that the site is identified as a <br />playfield in the Master Plan, and originally the site was identified as a <br />proposed school site. Sorensen reviewed site options. <br />Lange said that he received negative comments from citizens regarding the <br />process, and Senior Park Development Planner Gilmore is to be <br />commended for his management of the workshops. <br />Sorensen said that Lang Ranch Community Park is a possible zone site for <br />three playfields, he discussed development options, and noted that Park <br />Superintendent Marchesano and Park Operations Analyst Palermo were <br />also present at the workshop. <br />B. Recreation Division Report <br />Wiley referenced the Therapeutics Adaptive Recreation Program, and said <br />that the wheelchair football team will participate in the 1999 Santa Barbara <br />Blister Bowl scheduled for October 22-24. He highlighted the event. Lange <br />noted a similar program in Oxnard. <br />Berger noted the upcoming Spirit Night at the Teen Center and discussed <br />parking concerns. <br />
