September 16, 1999 <br />Page 3 <br />a seamless surface and smoother than a sidewalk, the facility will also be <br />used by inline skaters, and the projected cost is within budget. <br />In response to Board inquires, staff said that the majority of the workshop <br />youth were from Newbury Park, a heavy duty wrought iron fence will be <br />used, the extent of lighting is yet to be decided, the current insurance <br />premium for the three portable skateboard sites is between $10,000 and <br />$12,000 a year and the carrier said that no problem is anticipated in getting <br />insurance for the new facility, the park will be supervised through the use of <br />a remote camera, use of safety equipment by users will be required, recent <br />legislation has reduced liability for skateboard parks, portable sites will be <br />continued if usage warrants it, some night use of the facility may be <br />considered, a gate will secure the area, and working drawings will be <br />created subsequent to approval of the concept plan. <br />It was moved by Gibson and seconded by Lange to approve the <br />concept plan for the skateboard park as presented. <br />In response to Berger's inquiry, Sorensen said that funding has already <br />been approved in the budget and the motion is to approve the concept. <br />The motion carried 4-1, with Berger voting no. <br />B. Authorization To Award Contract For Accessible Matting And <br />Installation Of Play Equipment To Premium Construction In Amount Of <br />$29,600; And Award Contract For Furnishing Play Equipment To <br />Moore Recreation In Amount Of $32,515.29 At Pepper Tree Playfield <br />Sorensen said that it is a District goal to upgrade and rehabilitate all <br />playgrounds with respect to both ADA mandates and Consumer Product <br />Safety Guidelines, the first rehabilitation project of .the year will be Pepper <br />Tree Playfield and the proposed improvements will meet those standards. <br />He reviewed the bid proposal process and results, and identified the <br />purchase and installation aspects of the project. He said that staff <br />recommendation is to waive the time requirement and accept Moore's bid <br />for the play equipment. <br />In response to Lange's inquiries Sorensen said that the District practices a <br />proprietary bid procedure which helps ensure quality and competitive bids <br />that satisfy District design specifications. In response to Jacobsen's inquiry, <br />Sorensen said that old equipment is not reused elsewhere because of <br />liability issues. <br />
