September 16, 1999 <br />Page 4 <br />It was moved by Lange, seconded by Berger, and carried 5-0 to award <br />a contract for accessible matting and installation of the play <br />equipment to Premium Construction in the amount of $29,600; and <br />award a contract for furnishing the play equipment to Moore <br />Recreation in the amount of $32,515.29, funding to come from <br />available PDF, and AYSO contributions. <br />C. Adoption Of Mountains Recreation And Conservation Authority <br />(MRCA) Budget For Fiscal Year 1999-2000 <br />Jorgensen referenced the documentation and noted that two CRPD <br />directors are on the MRCA Board of Directors. <br />Lange said that this is the same as the interim budget, and the Santa <br />Monica Mountains Conservancy and Mountains Recreation and <br />Conservation Authority have both thoroughly considered the budget. <br />It was moved by Gibson, seconded by Berger, and carried 5-0, to <br />approve the Mountains Recreation and Conservation Authority <br />(MRCA) Budget for Fiscal Year 1999-2000 as presented in the <br />submitted documentation. <br />9. ITEMS FOR DISCUSSION <br />A. Response To A Proposal For Dissolution Of The Hill Canyon <br />Recreational Resources Authority, And Response To A Proposal For A <br />Ballot Measure To Rezone Property Designated For The Hill Canyon <br />Golf Course. <br />Ward referenced the handouts of Council Member Del Campo's two recent <br />communications to the City Council involving the Hill Canyon project; one <br />requesting the City Council place a binding measure on the March 2000 <br />ballot to designate Hill Canyon as Open Space on the City's General Plan, <br />and two, requesting that the Council immediately withdraw from the Joint <br />Powers Authority. Ward explained that because the issue did not come to <br />staff attention until late in the day and because it impacts the District, the <br />code section provides that the matter may be discussed. He noted that the <br />Board's previous response was that the ballot measure should be <br />discussed by the full Authority, and is scheduled to be discussed at the <br />September 28 meeting, and the proposed unilateral withdrawal from the <br />Joint Powers Authority is contrary to the provisions of the JPA, which <br />mandates that dissolution requires mutual consent. <br />Berger stated his disappointment with the Del Campo communication. He <br />suggested that a letter be sent to express the Board's dissatisfaction that <br />Del Campo did not communicate with the CRPD Board directly and to <br />
