Adoption Of Proposed Final 1999-2000 Budget, Resolution <br />Number 072299-A <br />2. Approval Of City And District Expenditure Budget For COSCA <br />(Conejo Open Space Conservation Agency) <br />Holt declared the Public Hearing open. <br />Ward stated that, given the District's fiscal resources, limitations, <br />expectations, vision, and goals, the budget is a team effort, this is the 31St <br />balanced budget he has presented as General Manager, and innovative <br />ways were found to meet District objectives. He stated his recommendation <br />to adopt the District and COSCA budgets, and invited questions. <br />Lange said that he was pleased to see another skateboard park listed in <br />projected projects. <br />In response to Board inquiries, staff explained that the expenditure for <br />hazardous materials abatement covers the cost of testing for, and <br />abatement of, lead paint on play equipment; the District already has liability <br />insurance for existing skateboard park facilities; the light poles are being <br />replaced in Triunfo Park, but their replacement .is not a safety issue; and <br />this year's planned modifications to playground equipment will satisfy <br />federal ADA (Americans with Disabilities Act) requirements until the play <br />areas need complete rehabilitation. <br />Further, staff explained COSCA budget increases and strategies for <br />defraying cost of newly acquired open space. Staff said that the COSCA <br />budget has been approved by the City Council and will be presented to the <br />COSCA Board on September 30, the COSCA budget requires the approval <br />of both the City Council and the CRPD Board of Directors, and the cost of <br />open space maintenance varies between $60 and $90 per acre per year. <br />
