July 22, 1999 <br />Page 3 <br />Continuing, staff explained that current ADA guidelines require that all <br />community park sites have ADA compliant drinking fountains, and <br />furthermore, all new District facilities conform to the same requirements. <br />Nick Quidwai congratulated the Board on the budget and for using <br />resources in a wise manner, he decried the lack of sufficient funding for the <br />Youth Outreach Program and the infrequency of COSCA Board meetings, <br />expressed concern about funds advanced for Broome Ranch relative to <br />other unmet community needs, and asked about administrative expenses <br />as a percentage of the budget. <br />The Public Hearing was closed. <br />It was moved by Berger, seconded by Gibson, and carried 5-0 to adopt <br />Resolution Number 072299-A, approving the Fiscal Year 1999-2000 <br />budgets for all funds, and policy matters contained in the body of the <br />submitted documentation, that it be read in title only and all further <br />readings be waived. <br />It was moved by Lange, seconded by Gibson, and carried 5-0 to <br />approve the combined City and District expenditure budget for COSCA <br />(Conejo Open Space Conservation Agency) in the amount of $889,972. <br />Holt noted that written statement cards were received and all cards would <br />be seen by all Board members. <br />Rudolph Park wrote in opposition to the proposed Hill Canyon golf course, <br />and he cited financial and environmental concerns. <br />Ed Villa wrote in support of the Borchard skateboard park and noted that <br />the proposed park will furnish a safe environment for young people to <br />display their skills. <br />Jennifer Villa cited the need for a professionally planned skateboard park <br />and other youth recreational facilities in Newbury Park. <br />Ken Taylor cited the need for a skateboard facility in Newbury Park. <br />8.
