December 20, 2001 <br />Page 2 <br />8. NEW ITEMS <br />A. Authorize General Manager To Execute A Contract With RRM Design <br />Group In The Amount Of $315,634 For Preparation Of McCrea Lake And <br />Picnic Area Construction <br />Pluth reviewed the bid process, supplied background information and stated <br />that the contract is for construction documents for the McCrea lake and picnic <br />area and is heavily engineering weighted, the increase in cost of the <br />documents is the result of a change in scope from only Phase 1 items to the <br />entire lake and picnic area site, and phasing considerations will be <br />addressed at construction time. <br />In response to Board inquiries, Pluth said that the documents will be blue <br />prints and specifications, $200,000 is allocated for the documents and <br />remainder funds are available from the construction budget comprised largely <br />of the SMMC grant, a comprehensive soil analysis is part of the project, <br />RRM Design Group is the same team that prepared the McCrea Ranch <br />Master Plan, the total cost of Phase 1 of the project is $1.2 million, no <br />problems are anticipated with California Department of Fish and Game or soil <br />conditions, the neighbors are aware of CRPD ownership of the property and <br />plans for development, the design documents will include the infrastructure <br />for providing a water supply for the entire property, a durable and healthy <br />lake is the goal, the lake will support fishing, and no additional non -ranch <br />type vegetation will be introduced except in the picnic area. Referencing a <br />map, Pluth identified design components and site features, and said that the <br />complex will include reserveable picnic structures, a lake, pier, lawn, <br />vehicular access, parking, trails, and a seasonal pond. <br />Jacobsen requested that the Board be kept informed of any changes to the <br />Master Plan. <br />It was moved by Lange, seconded by Holt, and carred 4-0 to authorize <br />the General Manager to execute a contract with RRM Design Group in <br />the amount of $315,634 for the preparation of the McCrea Ranch Lake <br />and Picnic Area construction documents. <br />B.
