December 20, 2001 <br />Page 3 <br />suggested that a reciprocal driveway easement be considered connecting the <br />CRPD parcel with the Roche Property Management (RPM) property directly <br />east of it; both police and fire safety comments support the reciprocal <br />easement proposal; RPM has also agreed to mitigate issues resulting from <br />the zero lot line condition of CRPD's property; and there will be no expenses <br />associated with the proposal. He stated staff recommendation, and added <br />that proposals for the purchase of CRPD's Wilbur Road property will be <br />opened on December 21, and clarification of the easement would be helpful <br />pending the sale. <br />It was moved by Holt, seconded by Berger, and carried 4-0 to execute <br />an easement agreement with Roche Property Management for the <br />purpose of providing through vehicular driveway traffic between the <br />two properties. <br />C. Adoption Of Resolution Number 122001-A, A Resolution To Facilitate <br />Expansion Of The Thousand Oaks Library, Teen Center And Senior <br />Center At Conejo Creek North <br />Ward referenced documentation, provided background information, and <br />reviewed financial considerations and City/District lease agreements relative <br />to Conejo Creek North park development, senior center, teen center and <br />library. He identified and discussed proposed expansion projects at the <br />libraries, the senior center, and teen center. He said that in order for the City <br />to proceed with the projects through their Public Financing Authority, Board of <br />Directors' approval is required, and adoption of Resolution Number 122001-A <br />would memorialize the action. <br />In response to Board inquiries, Ward said that the recent improvements at <br />Goebel Center and the proposed radio achieves at the library are not part of <br />the current proposed expansion project, and basically the library expansion <br />will focus on the children's section. <br />It was moved by Holt, seconded by Lange, and carried 4-0 to adopt <br />Resolution Number 122001-A, A Resolution of the Board of Directors of <br />the Conejo Recreation and Park District Approving Actions With <br />Respect to Certain Leases Between the District and the City of <br />Thousand Oaks; that it be read in title only and all further readings be <br />waived. <br />
