November 1, 2001 <br />Page 3 <br />Mary Fido spoke in opposition to the parking lot, and recommended that a <br />process involving discussion, presentation of evidence, and public <br />involvement be instituted to verify that a parking lot is necessary. <br />Bob Causey said he was very pleased about the site development, and <br />there is no need for onsite parking. He stated his approval of its designation <br />as a neighborhood park, and agreed that a procedure to reinitiate a <br />community driven design process is necessary prior to building a parking lot, <br />and said such a procedure would ensure that everyone's concerns have <br />been heard. <br />Tony Jamijian thanked the focus group for its efforts, and, citing safety <br />concerns, spoke in support of onsite parking. <br />Jacobsen declared the public hearing closed. <br />In response to Lange's inquiry, Bonner explained that the focus group's first <br />priority was to develop the entire site as turf area. <br />It was moved by Holt, seconded by Berger, and carried 4-0 to change <br />the designation of Northwood Park in the Master Plan from "playfield" <br />to "neighborhood park." <br />Lange said that given the size of the facility and possible safety issues, he <br />too supports the reinvestigation of the parking lot issue at the time of phase <br />two development. <br />In response to Berger's inquiry, Sorensen said that, during the development <br />permit stage, an administrative hearing may be called by the City of <br />Thousand Oaks, the focus group and other interested citizens could be <br />involved, and this would satisfy the desire to reinitiate the community driven <br />design process, relative to the parking lot issue. <br />It was moved by Holt, seconded by Berger, and carried 4-0 to approve <br />the Master Plan for the Northwood Neighborhood Park site, and at the <br />start of phase two development or planned construction of a parking <br />lot, a community driven design process be reinitiated. <br />Jacobsen thanked the focus group, and briefly recessed the meeting at 8:30 <br />p.m. <br />The meeting was reconvened at 8:38 p.m. <br />
