November 1, 2001 <br />Page 2 <br />8. NEW ITEMS <br />A. Public Hearing — Northwood Park Master Pian <br />Gibson declared the public hearing open. <br />Pluth noted the presence of members of the focus group, commended their <br />efforts and introduced Chris Bonner, a focus group member. <br />Bonner thanked the Conejo Recreation and Park District Board of Directors <br />and staff for their support, discussed the focus group process, and, <br />referencing a Master Plan map, identified desired site elements and <br />amenities, including picnic shelters, jogging path, concrete walkways, a <br />restroom facility, volleyball, a sport court, passive and active turf areas, and a <br />play area. He said that the focus group felt no parking lot was needed or <br />desired, but other residents disagreed, and subsequently a second public <br />meeting, and an additional focus group meeting were held to discuss the <br />park and access issues. <br />Pluth said that the Master Plan reflects the possible location of the parking <br />areas, and the desire of the focus group to have the park be designated a <br />neighborhood park and not a playfield. He explained that the facility will be a <br />phased installation, and turf area and play equipment are the first priorities. <br />Board members congratulated Bonner on his presentation, and commended <br />focus group members for their efforts. <br />In response to Board inquiries, Sorensen said that the site was acquired from <br />a developer and was originally designated as a playfield, Lang Ranch will <br />support the playfield needs in that zone, phase one construction will be <br />contingent on grants, it is envisioned that phase two will begin in <br />approximately five years, there are no conditions or restrictions which would <br />prohibit its use as a neighborhood park, and it is expected that the site's <br />service area will be approximately a half mile. <br />At 8:03 p.m. Gibson excused himself from the meeting, and Jacobsen <br />assumed the chair. <br />Pluth said that the site will require substantial grading, phase one will ensure <br />ADA compliance, low level lighting is envisioned, and protection of open <br />space will be part of the park design. <br />
