Park Division Report <br />Sorensen reported that legislation, effective January 1, has been passed which <br />will require anyone under 18 years of age to wear a helmet when riding a bike or <br />a skateboard, or wearing inline skates; infractions will result in a $25 fine; and the <br />law will have an impact on District facilities. <br />He said that Hillcrest Christian has expressed renewed interest in acquiring <br />Estella Park, and staff may return for Board approval to enter into discussions. <br />He said that, as requested, staff is working to set up a tour of the Oakbrook <br />Regional Park and Chumash Interpretive Center. <br />In response to Gibson's inquiry, Sorensen explained the necessary steps in the <br />possible acquisition of the site, and said that if the Board approves of an MOU it <br />could be signed by the County in December, and the County is aware of the <br />District's interest. <br />In response to Jacobsen's inquiries, Sorensen said that, relative to the helmet <br />legislation, it is his preference to use Notice to Comply signage, and it is his <br />understanding that a first offense fee will be waived if the offender is <br />accompanied by his/her parents to court. Relative to the sale of Estella Park, <br />Sorensen agreed that if no property is available for purchase in that <br />neighborhood use zone, Estella Park should not be considered for acquisition by <br />Hillcrest Christian. <br />In response to Gibson's inquiry about Dos Vientos Community Center, Sorensen <br />said that, although no commitment has yet been received from Operating <br />
